Enabling India’s First Registered RVSF in South India:

The Hindustan Recycling Hub Case Study

India’s vehicle fleet modernisation agenda represents a critical intersection of public policy, environmental responsibility, and industrial transformation. As part of this national transition, Hindustan Recycling Hub has emerged as a landmark initiative—becoming the first registered Vehicle Scrapping Facility (RVSF) in South India.

Our firm was privileged to support this pioneering project from concept to commissioning, providing strategic, regulatory, and implementation expertise at
every stage of its development.

Translating Policy into Execution

Hindustan Recycling Hub was established under the Voluntary Vehicle Fleet Modernisation Program (VVMP), a flagship initiative introduced by the Ministry of Road Transport & Highways (MoRTH) to formalise and modernise India’s end-of-life vehicle (ELV) ecosystem.

The project required:

  • Precise interpretation of evolving regulatory frameworks
  • Coordination with multiple state and central government authorities
  • Alignment with MoRTH’s technical, environmental, and operational compliance standards

Our advisory engagement focused on converting policy intent into practical, executable systems, ensuring full compliance while enabling a commercially scalable and sustainable operating model.

Building a Compliant and Scalable Automobile Recycling Facility

Conceived as a greenfield development, Hindustan Recycling Hub was designed to set new benchmarks for compliant automobile recycling in the region.

Key highlights include:

  • Annual processing capacity: 15,000 vehicles
  • Scientific dismantling and safe de-pollution processes
  • Structured material recovery and traceability systems

Over more than two years of continuous operations, the facility has successfully processed over 12,000 end-of-life vehicles, demonstrating strong operational stability and market acceptance. This performance validates the robustness of the facility design, regulatory framework, and execution strategy implemented during the establishment phase.

Supporting India’s Circular Economy Agenda

A core objective of the project was alignment with India’s circular economy goals. Through systematic recovery and reintegration of automotive materials into the industrial supply chain, Hindustan Recycling Hub:

  • Reduces dependency on virgin raw materials
  • Supports lower lifecycle carbon emissions
  • Promotes responsible waste management practices

The facility stands as a practical example of how policy-driven sustainability initiatives can be translated into measurable environmental and economic outcomes through structured planning and disciplined execution.

Laying the Foundation for an Integrated Recycling Ecosystem

Beyond commissioning, the project was structured with a long-term growth vision. Hindustan Recycling Hub is positioned to evolve into an integrated automobile recycling unit, incorporating:

  • Advanced material recovery technologies
  • Value-added downstream processing
  • Stronger integration with manufacturing and supply chain ecosystems

Our advisory approach prioritised future readiness, ensuring that infrastructure design, statutory approvals, and operating models can support phased expansion as India’s formal vehicle recycling market matures.

A Replicable Model for India’s RVSF Rollout

As the first registered RVSF in South India, Hindustan Recycling Hub now serves as a reference model for similar projects nationwide. The initiative demonstrates how effective collaboration between policymakers, entrepreneurs, and professional advisors can accelerate India’s green industrial transformation.

For consulting firms and infrastructure developers, this engagement reinforces the importance of:

  • Deep regulatory expertise
  • Multi-stakeholder coordination
  • Execution discipline in policy-led projects
